Prof. Rimantas Petrauskas has been a board member of the Internet Research and Innovation Institute since April 2005. Rimantas Petrauskas holds the title of Professor of Social sciences from the Mykolas Romeris University (former Law University of Lithuania), awarded on October 2001. Prior to that, he held the Associate Professorship at the Law University of Lithuania since December 1990, and Associate Professorship in Technological Sciences at the Vilnius Technical University, since 1976. Prof. R. Petrauskas holds PhD from Kaunas University of Technology awarded in 1971.

Foreign fellowships of Prof. R. Petrauskas include Limerick University, Ireland (2000), Kiel University, Germany (1999), Jyvaskyla University, Finland (1997), Utrecht University, the Netherlands (1996).

He also served as a guest lecturer in Vienna University, Austria (2000, 2003), Zaragoza University, Spain (2001, 2002), Lapland University, Finland (2001, 2005), Wroclaw University, Poland (2002, 2003), Leuven University, Belgium (2003).

Prof. R. Petrauskas is a local coordinator and supervisor of major European (incl. Framework 5 and 6 programs, Socrates Erasmus etc.,) and Lithuanian research and monitoring projects. He was a member or head for drafting teams of some Lithuanian IT legislation, senior member of Lithuanian IT industry associations, and adviser to the Vilnius District administration.

Publications and presentations of Prof. R. Petrauskas are concentrated on the topics of development of e-governance and information society, including legal issues of e-government, general issues of information technology and public administration, law and education. Prof. R. Petrauskas has published substantial number of scientific articles in foreign and Lithuanian periodicals, and made presentations in major international conferences. He is a member of IFIP W8.5 committee, member of programme committees, reviewer or area chair some International scientific conferences, member of editorial board of scientific journal “Public policy and administration”.

Prof. Petrauskas from 1998 is also responsible for masters and doctoral studies in information technology law and legal informatics, at the Mykolas Romeris University. Prof. R. Petrauskas together with colleagues created in Law University of Lithuania master's in public administration study programme "e-gov administration" (from 2003). Most recent courses taught (1991-2007): Legal informatics, ICT and law; ICT in public administration, E-democracy; E-governance; E-services; Cyber crimes and other.
