On 18 September 2007 the Government of the Republic of Lithuania approved the Report on Implementation of the Long-term Development Strategy of the State in 2006. The main priorities of Lithuanian Long-term development strategy are knowledge society, safe society and competitive economy.
The website of the Government of the Republic of Lithuania brags on the achieved good results in implementing the Long-term Development Strategy of the State in 2006. The main achievements concerning information and knowledge society are based on public education, since one of the aims of Lithuanian Long-term Development Strategy is to improve competences of the general public. Implementation of this aim in 2006 resulted in the package of programmable means for testing and training the disabled persons in computer literacy and usage of e-services. Development of knowledge society is said to be advanced through the Programme for Incentives to Read, Programme for Cultural Education of Children and Youth in 2006-2011, Programme for Modernisation of Cultural Centres, Programme for Public Education in Intellectual Property Rights. It seems that these achievements may be nick-named for the paper-bureaucracy-achievements. The review of implementation of such important document for the strategic development of the country should be based on the measurable indicators, for example, percentage of broadband internet penetration, internet access availability to disabled persons or achievement of children and youth in the art and science contests. But the information provided in the website of the Government of the Republic of Lithuania highlights only paper work of the respective ministries and governmental agencies. |
