On 20 April 2007 the Ministry of Economy of the Republic of Lithuania presented the "Insight into Economic Development Scenarios for Lithuania"

Unfortunately, the "Insight" did not contain any actual insight. Three possible scenarios were suggested - lagging behind, Portuguese scenario and Baltic tiger scenario. Although the latter shall be clearly preferred, the authors of the insight did not bother to suggest any means of how this shall be achieved, apart from the general remarks that Lithuania shall take advantage of the EU structural funds. "Insight" has also focused on traditional low-tech industries, which although are showing strength in current Lithuania, are increasingly becoming non-competitive due to increasing labour costs and raw material import costs from Russia. The role of the existing high-tech industries (biotech, laser) industry, as well as major role of the services sector (as the new business infrastructure) was unreasonably downplayed. All in all - another nearly useless study, which declares the goals but fails even to approach the real actions necessary for the country.
