On 3 May 2007 the Prime Minister of the Republic of Lithuania presented the Government's Activity Report for 2006 at the Seimas' (the Parliament of the Republic of Lithuania) meeting

The Government's Activity Report for 2006 highlights the development of information and knowledge society in Lithuania. It is emphasized that changes in this area are visible, for example, the usage of computers and internet has grown rapidly during last year. The number of households owning a computer has grown by 26 percent, having internet access - by 2,2 times. The number of internet subscribers during 2006 has reached 1,5 mln (45 subscribers for 100 inhabitants). Lithuania according the World Information Technologies Report for 2006-2007 has changed its position from 44 to 39 (among 122 countries). However, access to broadband internet connection is still very low - only 11 percent. Development of electronic signature is also ineffective, despite Government's declarations that it has begun electronic signature application works together with its social partners.

The Prime Minister declares in his speech that Government has made science and technology as well as innovation development a priority in its work program for 2006-2008. However it is hard to see any real actions, which could impact innovation development in Lithuania. According to the Government's Activity Report for 2006 the main action in this field was development of "Lithuanian Strategy for the use of EU Structural Funds for 2007-2013” as well as other programs such as "Valley concept", "Project of the science and education reform", "Strategy of economic migration regulation".
